This article explains why this error appears when changing account ownership and how to fix it.
The error usually means the account created with the new owner’s email has not been claimed yet (sign-up or account setup was not completed). Transfer of ownership is not allowed until that account is claimed.
Have the new owner go to app.chargebee.com, enter their email, and complete the “Claim your account” flow. They will receive an email to finish setup. After they claim the account (for example, with a temporary site name), you can retry the ownership change. For the full flow, see Chargebee signup, email verification & account claim process.
