This error can occur when you run Clear Sandbox and action emails on the test site are stuck in a scheduled status. It indicates a data inconsistency that must be fixed on the backend.
Contact Chargebee Support to fix the data inconsistency and unblock the transfer. After the fix, retry the transfer configurations.
