This article explains why the contract terms option may not appear on the Create Subscription page and how to show it.
After Contract Terms is enabled and configured on your site, the contract terms section appears on the subscription page only when Billing cycles is set to Fixed. If Billing Cycle is set to Forever, the contract terms section does not appear.
On the Create Subscription page, set Billing cycles to Fixed. You will then see the option Apply contract terms to this subscription.
