Summary 

Whenever a merchant is trying to add a user to their chargebee site, it does not allow me this step as this user “Already exists”.
Weirdly I cannot see the email in the team member list.

Solution 

This happens when the user has been invited already and the user is yet to accept the invite. There isn't a restricted time within which they should accept the invite. You can resend the invite to the user. Refer to the screenshots below on how to invite them again.
